I also want to know about how audio is living in Windows?
I think, that there is mixer with enabled resampler, which runs forever and can be controlled by the driver applications.
But this is just my imagination, so maybe I'm not right. Argue with me!

Just like you guys, I'm also thinking if OSS can also be install in windows 8.
Yet, after I have seen their homepage it seems that OSS is only for linux.
