You must uninstall the 3.99 version by typing /usr/lib/oss/scripts/uninstall.sh

OSS utilities are part of the "core" system - and need to go in /usr/sbin and /sbin + /usr/bin. You can't have the system be in local because local may be remotely mounted.
We have done the right thing by putting OSS core utils into root file system.
